A United Nations expert is calling on Portugal to strengthen how it implements existing laws to better protect and support people with albinism across the country.
Following her official visit to Portugal, the UN Independent Expert on the enjoyment of human rights by persons with albinism, Muluka-Anne Miti-Drummond, acknowledged the country's strong legal framework but highlighted gaps between policies and real-world implementation.
"Portugal has comprehensive anti-discrimination legislation and policies that benefit persons with albinism," Miti-Drummond stated. "However, there is a critical need to strengthen implementation mechanisms to ensure these protections reach those who need them most."
The UN expert noted that while Portugal doesn't face the extreme human rights violations seen in some regions, people with albinism still encounter significant challenges in accessing specialized healthcare, education accommodations, and employment opportunities.
Healthcare Access Remains a Key Concern
According to the report, dermatological care and vision services specifically tailored to the needs of people with albinism are inconsistently available across Portugal. The expert emphasized that early intervention is crucial, particularly for children with albinism who need proper visual assessments and accommodations in educational settings.
"Regular skin check-ups and access to affordable sunscreen are essential preventive healthcare measures for persons with albinism," Miti-Drummond explained, noting that skin cancer prevention remains a significant health priority for the community.
Awareness and Representation Matter
The Independent Expert also highlighted the importance of raising public awareness about albinism to combat misconceptions and stereotypes. She recommended including accurate information about albinism in educational curricula and promoting greater representation of persons with albinism in public life.
"Increased visibility and accurate representation can transform societal attitudes and reduce stigma," she stated.
As Portugal continues its work on inclusion, the UN expert's recommendations provide a roadmap for ensuring people with albinism can fully participate in society with dignity and equal access to opportunities.
